Policy on APC Waiver for Manuscript Submission Fees for the Journal of Pathology Informatics
Purpose: The Association for Pathology Informatics (API) supports the dissemination of high-quality research in the field of pathology informatics through its open access journal, the Journal of Pathology Informatics (JPI). To help reduce financial barriers and promote inclusive scientific contributions, API may offer a voucher that covers the manuscript submission fee charged by the journal’s publisher, Elsevier.

Eligibility: Limited waivers are available per year for authors affiliated with institutions in countries with limited resources, as defined by the World Bank country classification for the current year.

Application Requirements: Eligible authors must submit a written request using this form, which includes:

A brief statement describing the research and its relevance to pathology informatics.

Confirmation of the author's affiliation and country classification.

Statement of financial need and absence of alternative institutional or grant support for publication fees.

Selection Criteria: Applications will be reviewed and selected based on:
- Financial eligibility based on the above.

Scientific merit and alignment with JPI's scope.

Potential impact of the research in advancing pathology informatics in resource-limited settings.

Clarity and completeness of the application.

Submission Timeline: Applications will be accepted on a rolling basis and reviewed quarterly or until the annual allotment is exhausted. APC Waivers are available for use to the awarded recipient pending acceptance of manuscript. Should the manuscript be rejected, the awarded APC Waiver will be forfeited and made available to the next qualified applicant, subject to the same qualifications.

Voucher Limitations:

Each author or research group may receive no more than one voucher every three years.

Vouchers are non-transferable and must be used only for the manuscript identified in the application.

Manuscripts must be submitted through JPI’s standard editorial review process.
- Vouchers are applicable to the awarded candidate pending acceptance of manuscript following peer-review.

Review Process: All voucher applications will be reviewed by the Editors-in-Chief of JPI, in consultation with the API Publications Committee, if needed.

Reporting: An annual report summarizing voucher usage and funded publications will be submitted to the API Council. If any vouchers remain unallocated by October 31, the Editors-in-Chief and the Co-Chairs of the Publications Committee may jointly award the remaining voucher(s) to an author of an accepted manuscript with exceptional merit in the field of pathology informatics.
